Project Description: In February 2019, the United States Institute of Peace (USIP) commissioned Afghan Australian Research and Management Consulting (ARM Consulting) to undertake a comprehensive final evaluation of its 2-year project titled “Legal and Social Protection and Empowerment of Afghan Women and Girls.” The project has been implemented by Medica Afghanistan (MA) in the eastern province of Herat to ensure women are empowered, supported, and resourced enough to claim their rights through the formal justice system. Initially planned for April 2017 to March 2018, the project was extended for a year to March 2019, with a possibility of expansion and further extension beyond March 2019.

The evaluation has chiefly focused on identifying project achievements, challenges, opportunities, and lessons learned. In light of these, it puts forth recommendations to determine project performance against intended targets and inform the extension phase’s design and implementation modalities. The methodology adopted for the evaluation comprises a combination of qualitative and quantitative methods. The qualitative data was collected through a literature review, field visits, key informant interviews (KII), and Focus Group Discussions (FGD) with relevant project stakeholders. The evaluation involved 30 interviews with key informants (27 female; 3 male), including the project implementation team, government officials, and project beneficiaries. In addition, four FGDs were held with 28 project beneficiaries, all women. Quantitative data was collected through questionnaire-based structured interviews with 370 women who had benefited from MA Legal Aid Program (LAP) and Psychosocial and Health Program (PSHP).
